Upgrading of unemployment and solidarity insurance by 1.9% on 1 April 2023

At 1er April 2023, the unemployment insurance benefit, or return-to-work assistance (RWA), is up 1.9% in line with rising prices. Nearly 2 million beneficiaries are affected by this measure. Service-Public.fr informs you.

Following a decree of 30 March 2023, unemployment insurance benefits are increased by 1.9% as of 1er April 2023. This increase was decided by Unédic in consultation with the employers' and trade union organizations, because of the high inflation rate (5.6% in February according to Insee).

Since the creation of the unemployment insurance system in 1958, the benefit has been reassessed annually at 1er July.

Reminder

The last revaluation in July 2022 was 2.9%.

Unédic reports that the annual rate of increase has averaged 1.1% over the last five years.

New amounts of the ERA

  • The amount of the fixed part of the allowance increases from €12.47 to €12.71 gross per day. It shall be added to the proportional part of the allowance;
  • The amount of the minimum allowance increases from €30.42 to 31 € gross per day ;
  • The minimum threshold for the return-to-work assistance for training (ARE-F) will be increased from €21.78 to €22.19 gross per day.

In Mayotte, the minimum allowance is increased to €15.49 gross per day (from €15.20) and the minimum ARE-F allowance to €11.10 gross per day (from €10.89).

Job seekers affected by the degressivity of allowances

The reference salary from which the degressivity applies will increase to €156.70/day, i.e. €4,766/month.

In all cases, the degressive allocation may not be less than €89.32 gross per day, i.e. approximately €2 679 gross for a 30-day month.

Please note

The revaluation of the minimum allowance and the fixed part shall apply to all recipients concerned by those parameters from the first day of their revaluation.

The 1.9% increase also applies to reference daily wages (SJR) and benefits the beneficiaries present at 1er April 2023 and whose last termination of the contract of employment leading to the opening of rights occurred at the latest 6 months previously. That's about 1,720,000 million.

For around 260 000 beneficiaries, only the fixed part is increased.

Enhancement of solidarity allocations

The specific solidarity allowance (SSA)

The specific solidarity allowance is an allowance which can take over from the return-to-work assistance allowance when the entitlement to the ARE allowance ends. It goes to €18.17 per day (€9.09/day for Mayotte).

The ceiling of resources taken into account for the SSA is now set at:

  • €1,271.90 for a single person (€636.30 for Mayotte);
  • €1,998.70 for a couple (€999.90 for Mayotte).

The Pension Equivalent Allowance (REA)

The Pension Equivalent Allowance is an allowance granted by Pôle emploi for persons who are looking for a job and who have not yet reached retirement age, but who have the number of quarters to benefit from a full pension. Its amount is €39.28/day.

Temporary Standby Allowance (ATA)

Temporary standby allowance (ATA) provides income to certain persons not covered by unemployment benefit or other social minima, pending their reintegration (it ceased to be granted as of 1er September 2017, only persons benefiting from the ATA before that date shall continue to receive it). Its amount is €12.80/day.
