Aid for the recognition of severe disability (RLH): What are the rules?

The aid for the recognition of the severity of your disability (RLH) makes it possible to compensate financially for the consequences of your disability on your professional activity. You are covered by this aid if you are a self-employed person. This assistance is granted if you have adapted your workstation or work environment and costs persist after these adaptations. You must first apply for recognition of the severity of the disability.

The aid is also intended for private or public sector employers, industrial and commercial.

To obtain assistance for the severity of the disability, you must respect the 3 following conditions :

  • To pursue a self-employed professional activity (craftsman, professional profession, etc.)
  • Set up your workstation or work environment and bear the costs associated with it
  • To be among the beneficiaries of the employment obligation of workers with disabilities

You are entitled to the employment obligation of disabled workers if you are in one of the 7 following situations :

at the same time as notification placing you in one of the seven situations, you receive a certificate stating that you are covered by the employment obligation of disabled workers.

In order to be eligible for assistance with severe disabilities, you must apply for recognition of severe disabilities (HRD) from the Agency.

This request must be made online through an online service:

You must use a France connect connection to do the online process.

Your application must be accompanied by the following documents:

  • Copy of proof of eligibility for the obligation to work (e.g. recognition of the status of disabled worker, disability card) of at least 6 months
  • Copy of proof of registration or registration attesting to your activity as a self-employed person under 3 months of age
  • Proof of declared professional income for the past year (e.g., reporting of professional income)
  • Copy of the proof of the costs incurred in the context of the fitting-out of your position or working environment (invoices) or planned (quotes, purchase orders...)
  • Copy of proof of the costs incurred for the expenses caused by your disability (for example, proof of professional income from the activity of your tutor or third party assisting)
  • Bank identity statement (Rib) company

These documents will have to be scanned.

The Agency makes its decision by mail. This email indicates the following:

  • Favorable or unfavorable opinion
  • Heaviness of your disability rate
  • Possible means of appeal against the decision, in case of refusal

It is only after the Agency grants the RLH that the financial assistance can be awarded to you.

The amount depends on the rate of allocation of the Agriph (rate of heaviness of normal or increased disability).

This rate is fixed according to the amount of the costs borne (particular organization of work, social or professional support, loss of earnings due to lower productivity, etc.).

If your rate is considered normal, the aid is €6,336.00 per year for one full-time person. This amount shall be prorated according to the actual duration reported quarterly.

If your rate is considered to be increased, the aid is €12,614.40 per year for one full-time person. This amount shall be prorated according to the actual duration reported quarterly.

You are 50 years of age by the time you file your application

The aid is granted until the end of your professional activity.

You are under 50 years of age on the day you submit your application

The aid is granted for a maximum of 3 years.

However, if your position or work environment is changed, you must file a new review request with the Agency.
