Driving in France with a foreigner licence

Point Permit for foreigner Permit Holder

Law n°2016-1547 of 18 November 2016 of modernisation of justice of the twenty-first century provides for points to be allocated to the driving licence of foreigner licence holders travelling in France ("virtual point licence").

This number of points will be reduced if the driver commits an offence in France for which the withdrawal of points is planned.

An order must specify the effective date of these provisions.

The conditions for driving in France with a foreigner licence depend on the State that issued it. The rules vary if it is a permit European or another State, and in this case, if that State practices the reciprocal exchange of driving licences with France.

Specific rules apply to driving in mainland France with a licence obtained in a Com or New Caledonia.
