Better-paid vocational trainees

As of 1er may 2021, the remuneration of the unpaid unemployed who are in vocational training is increasing, with differences across age groups. In addition, some young trainees between the ages of 16 and 29 who are taking an integration or orientation course receive social protection and remuneration as if they were taking an approved course. Those who live far from home can obtain travel expenses to enable them to return home periodically.

Vocational training trainees taking part in a traineeship approved by the State or the Region

This remuneration for jobseekers who have never worked before and who are doing a traineeship approved by the State or the Region varies according to the age group:

  • for children under 18: €200 per month (against €130.34 before);
  • for children aged 18 to 25: €500 (against €310.39 for 18-20 year olds or €339.35 for 21-25 years old);
  • after age 25: €685 (against €339.35 for 21-25 year olds or €401.09 more than 26 years ago).

For widows, divorced or separated or single persons under the age of 26 and who bear the actual and permanent burden of one or more children alone, disabled workers seeking employment, the remuneration shall be fixed at €685 per month (against €652.02 before).

Jobseekers who take a vocational training course approved on 1er may 2021 and who have already worked shall receive the following remuneration:

  • €708.59 per month for self-employed persons who have been in an occupation, whether employed or self-employed, for 12 months, six of which shall be consecutive, during the three years preceding the start of the traineeship.
  • between €685 and €1,932.52 (calculated on the basis of the average of wages received during the six or twelve months of employment) for disabled workers with a previous period of employment:
    • at least 6 months in a 12-month period;
    • or at least 12 months in a 24-month period.

Jobseekers under 26 years of age following a vocational training course approved on 1er june 2021 who are not disabled workers receive remuneration in the amount of €685 per month where they have previously been employed:

  • at least 6 months in a 12-month period;
  • or at least 12 months in a 24-month period.

Those trainees under the age of 26 who have already been employed under the above conditions will receive an exceptional bonus if they were already on a traineeship in May 2021 and if their remuneration in May 2021 was less than €685. It will be paid in June 2021. The amount will be:

  • €0.22 per hour of internship completed in May 2021 within the limit of €32.98 when the internship started before the 1er May 2021;
  •  €1.22 per hour of internship completed in May 2021 within the limit of €185 when the internship started between 1er and 31 May 2021.

The status of trainee in vocational training shall be extended to young people aged 16 to 29 and over who are completing a traineeship:

  • accompanying, integrating into the labor market, providing guidance or supporting the definition of a vocational project, initiating, training or supplementing vocational training;
  • and as part of a national program organized and financed by the State to meet an additional need for qualifications for young people leaving school without qualifications or seeking employment with a qualification level lower than or equal to the baccalaureate.

From 1er may 2021, trainees in a public or private organization benefit from the following measures:

  • affiliation to Social Security;
  • remuneration equivalent to that of approved traineeships;
  • reimbursement of their transport costs, which vary according to their age when the place of their training is more than 25 km from their usual place of residence:
    • under 18: reimbursement of three quarters of the transport costs incurred at the rate of one trip per month;
    • over 18 years of age: full reimbursement of transport costs incurred for one trip per quarter if the duration of the traineeship is longer than 3 months.

Arrangements for the annual revaluation of remuneration

The detailed rules for the annual increase in the remuneration of vocational training trainees were set out in a decree published in the Official Journal of 5 April 2022.

From 1er april 2023, the remuneration of vocational training trainees will be upgraded on 1er April of each year, except where such remuneration is determined on the basis of a previous salary. This upgrading concerns traineeships attended by:

  • self-employed persons;
  • jobseekers who are no longer covered by the unemployment insurance scheme;
  • workers recognized as disabled;
  • persons subject to legal proceedings.

In addition, the following will also be upgraded every year on 1 April:

  • the minimum and maximum amounts of remuneration for all such traineeships;
  • the remuneration of employed persons awaiting reintegration or reclassification and undergoing a traineeship approved by the State or a region:
  • the amount of the monthly installments.

The first revaluation will therefore take place on the 1ster April 2023.
