Student and campus contribution: who should pay and how?

Publié le null - Legal and Administrative Information Directorate (Prime Minister)

Students, except in special cases, are required to pay the Campus and Student Life Contribution (CVEC) to improve living conditions on campuses. You must pay before you can register at a higher education institution on a dedicated digital platform. For the academic year 2023-2024, it is €100.

Who is involved?

Every student in initial training at a higher education institution must pay this contribution before enrolling. If he enrolls in the same academic year for several courses, this contribution is due only at the time of the first enrollment.

However, some students are not concerned and have no proof to provide:

  • students enrolled in high school courses in BTS, DMA or accountants;
  • persons undergoing continuous training;
  • international exchange students in France.

And other students are exempt:

  • fellows (grants on social criteria managed by the Crous, grants paid by the regions and grants of the French Government) or beneficiaries of an annual allocation granted under the annual specific aid scheme;
  • refugee students;
  • students receiving subsidiary protection (protection granted to a foreigner who does not qualify for refugee status and who proves that he is exposed in his country to grave or fatal risks);
  • students registered as asylum seekers and entitled to remain in the country.

If the student becomes eligible for the contribution exemption during the academic year (scholarship, entered a contribution-exempt course), he can request the refund on the website of the Crous from September 15, 2023 until May 31, 2024.

If he paid the CVEC before the results of the bachelor's degree and is not a bachelor's student, he is not subject to tax and can claim the refund:

  • via the application, until 31 May of the academic year for which the reimbursement is claimed;
  • by post to the Crous to which the CVEC was paid.

Warning

students who drop out of school or who stop their studies in the course of the year cannot be reimbursed for their contributions.

How do I pay the contribution and get the attestation?

The CVEC acknowledgement is made via the online service :

The student then finds the attestation directly in cvec.etudiant.gouv.fr, by logging into his MyServices.etudiant.gouv.fr account or via the main menu, by clicking on

My attestation

.

If the student is exempt from payment, the site automatically recognizes him and he can download the certificate directly.

The attestation must then be presented to the institution upon registration. If the procedure is done online, the attestation number must be entered.

FYI

cash payment is possible at the counter of a post office. A nominal payment notice is issued immediately. The student will receive within 2 days an email inviting him to download his attestation.

What is the purpose of CVEC?

Of an annual amount of €100 for the academic year 2023-2024, this contribution is provided for by the Law on Student Guidance and Success (ORE). It must allow:

  • easier access to on-campus care and a renewed prevention policy;
  • promote social support;
  • supporting the initiatives of students and their associations;
  • developing sports on campus;
  • to bring art and culture to life in higher education institutions;
  • to improve the reception of students.

Please note

this contribution is independent of the registration fee.
