Action Logement's loan accession increases from 0.5% to 1.5% as of March 1, 2023

From 1er March 2023, the interest rate on the Accession of Action Logement loan increased from 0.5% to 1.5%, excluding compulsory insurance. Service-Public.fr takes stock of this additional loan of up to €40,000 which allows you to partially finance the purchase or construction of your main residence.

The Accession Action Logement Loan (ex "1% housing" or "1% management") is a complementary loan used to finance the purchase or construction of your main residence, in the old or in the new. It is granted in addition to your principal mortgage or other complementary loans.

Loan interest rate Triple accession from 1er as of march 2023, it has increased from 0.5% to 1.5% (excluding compulsory insurance). The rate of the Accession loan “will be subject to adjustment by Action Logement Services if the evolution of market conditions so requires”, explains Action Logement.

The Accession Action Logement loan is up to €40,000 for a maximum term of 25 years. It can be combined with a Social Accession Loan (SAP).

Who can benefit from the Accession Action Logement loan?

To qualify for the Accession Loan, you must:

  • be employed by a non-agricultural private sector company of 10 or more employees;
  • comply with ceilings on resources which vary according to geographical area where the dwelling is located ;
  • prepay outstanding Action Logement loan agreements (including Loca-Pass) related to your previous principal residence before taking out a loan for the new home.

Housing conditions:

  • the dwellings must be built or acquired in the metropolitan territory or in the overseas departments and regions (DROM);
  • for the construction or acquisition of a new dwelling, the dwelling must comply with the energy performance conditions laid down in the Construction and Housing Code;
  • for transactions involving the acquisition of a dwelling sold by a social housing organization in connection with the sale of low-cost housing, the energy performance diagnostic (EPR) of the dwelling must be between A and E.

For 2023, the reference household tax income is that shown on the 2022 income tax notice for 2021.

What real estate transactions?

The Accession Loan finances all operations of:

  • Construction of housing,
  • Acquisition of new housing (Vefa),
  • Social home ownership in the new including the Social Rental Loan accession (PSLA),
  • Jointly and severally lease (BRS) in the new or old,
  • Acquisition of an old dwelling sold by a social housing organization in connection with the sale of low-cost housing.

How to apply for the Accession loan?

The Accession Loan must be applied for before the home is purchased. To do this, you must log on to the Accession platform and test your eligibility. If you are eligible, you will be able to apply online and submit the required supporting documents. Please note that you have 30 days to complete your loan request on the Accession platform.
