Disability Compensation Benefit (PCH)

The Disability Compensation Benefit (PCH) is a financial aid paid by the department. It allows you to repay expenses related to your loss of autonomy. PCH comprises 5 forms of aid (human, technical, housing, transport, specific or exceptional assistance, animal). Its allocation depends on your degree of autonomy, age, resources and residence. PCH is allocated for life if your health condition cannot improve.

PCH is a financial aid paid by the department's departments.

It allows you to finance certain expenses related to your disability (e.g., fitting out your home or vehicle, using a third person to help you in everyday life).

It is a personalised help that is adapted to your needs.

To receive the PCH, you must meet conditions of loss of autonomy, age, resources and residence.

Autonomy

To reach PCH, you must be in one of the following situations:

  • You're having trouble absolute for implementation a major activity of daily life (for example, personal interview). The difficulty is described as absolute if you cannot perform the activity at all.
  • You're having trouble serious for at least 2 important daily activities (e.g. personal interview and relationships with others). The difficulty of carrying out these activities is described as serious if you can hardly carry out these activities.

Age

Adult

You must be under 60 to apply for PCH.

However, you can apply for the FCH beyond age 60 and without an age limit if you already met the conditions of assignment before age 60 or if you continue to work.

Child or adolescent

To apply for PCH, you must meet the following 2 conditions:

Resources

PCH is allocated without a resource condition, even if the amount of aid varies according to your resources.

If they do not exceed €27,033.98 per year, the maximum rate of PCH support is 100% limit amounts by aid type.

If your resources are greater than €27,033.98, the maximum take-over rate of the PCH shall be 80%.

Residence

You can claim the PCH if you live in your home or in an institution.

  FYI : if you are without a stable home, you must complete a residency in order to obtain the PCH.

Home

To receive the PCH, you must reside in France.

If you are a foreigner, you must have lived in France for at least 3 months. This 3-month condition is not required if you are a student or in professional training.

You must also have a valid residence permit.

Accommodation in an establishment

You can obtain the PCH if you are in a social or medico-social institution or in a health institution.

If you have not been able to get a property in France and are staying in a foreigners establishment, you can also contact the PCH. This applies only to establishments in the following countries:

  • Belgium
  • Luxembourg
  • Germany
  • Switzerland
  • Italy
  • Spain

The Committee on the Rights and Autonomy of Persons with Disabilities (CDAPH) must decide on your accommodation in one of these countries.

Your stay must be between 1 and 5 years long and give rise to support by the health insurance or the social assistance of the department. PCH's request is made before you leave France.

Its response usually takes place within 4 months of the date of filing of your application.

Human aid also includes the possibility of remunerating a worker to help you with the daily tasks of raising your child if you are disabled.

If you have deafness more than 70 decibels and you need a communication device that requires someone's help, you can get help from €413.40 per month.

If you have blindness (you have zero or less than 1/20 of the normal vision), you can benefit from a 50-hour monthly plan, or €689.00 per month.

Technical assistance

This aid is intended for the purchase or rental of equipment to compensate your disability (e.g. wheelchair).

The level of reimbursement differs depending on whether or not the aid is on the list of refundable products and benefits (PBDA) Social Security. To find out, ask your health insurance fund.

Transport aid 

The aid includes the fitting out of your vehicle and the additional costs associated with the journeys.

To qualify, you must hold a licence with a restricted entry for a suitable driving position.

Additional travel costs may also be covered when either:

  • Regular, frequent or equivalent transport on annual leave
  • Travel between your home and the medical-social establishment when done by a third party or when the return distance is more than 50 km

Specific or exceptional aid

Specific expenses are permanent and predictable expenses related to disability and not taken into account by one of the other elements of the PCH. This may include, for example, the cost of maintaining a wheelchair.

Exceptional expenses are one-time expenses related to disability and not covered by any other component of PCH. This may include, for example, the cost of repairing a medical bed.

Animal aid

This aid is intended for the purchase and maintenance of an animal (for example, a blind dog). In this case, the animal must have been educated by qualified educators.

Reimbursement can be up to 100% full-rate support costs (80% (partial rate) within €6 000 by 10-year period.

PCH is allocated for life if your health condition cannot improve. Otherwise, it is allocated for up to 10 years.

The amounts paid to you do not have to be refunded by your heirs upon your death.
