Solidarity allowance for the elderly (Aspa)

The solidarity allowance for the elderly (Aspa) is a monthly benefit granted to pensioners with low resources living in France. It is paid out by your pension fund (Carsat: titleContent, MSA, ...). The amount depends on your family situation (couple life or not).
What applies to you ?
You live together
The Aspa is paid to pensioners living in France by their pension fund (Carsat: titleContent, MSA ...).
The amount depends on your resources (income and wealth).
The amount of your Aspa is, to a certain extent, added to your personal income.
FYI
if you receive old-age minimum benefits, you can ask to switch to the Aspa device at any time. However, it is not possible to switch from the Aspa to the minimum.

General case
You can get the Aspa from age 65.
You are a veteran/deported/interned or a prisoner of war
You can get Aspa before age 65.
The age at which you can obtain it is determined by your year of birth.

You can get Aspa at age 65 or earlier if you meet any of the following conditions:
- Justify a permanent disability rate of at least 50 %,
- be found unfit for work and permanently incapacitated by 50 %,
- Receive early retirement for disability.

Maximum income
From 1to july 2022, your income couple shall not exceed €1,492.08 per month.
Your couple's income is assessed over the 3 months preceding the departure point of the Aspa. If they exceed the maximum amount, your income from the previous 12 months is taken into account.
Example :
If your application is received on May 12, 2022:
- The starting point of the Aspa is set at 1to June 2022 (1to day of the month following receipt of your request)
- Your revenues include the months of March, April and May 2022.
- If the total of these revenues exceeds the maximum allowable amount, your income for the months of June 2021 to May 2022 is taken into account.
If your income over 3 months and 12 months exceeds the maximum amount, the reference period is carried forward from month to month, as long as you do not need to be questioned to know your income.
You can apply for Aspa as soon as you meet the other conditions (age, residence).

You must reside in France (metropolis, Guadeloupe, French Guiana, Martinique, Reunion, Saint-Barthélemy, Saint Martin).
You are permanently resident in France if you are in either of these situations:
- You have permanent home in France. Home means the place where you normally live, that is, the place of your habitual residence, provided that this residence in France is permanent.
- The location of your main stay is located in France. This is the case if you stay in France for more than 6 months (or 180 days) in the year concerned.
You're foreigners
You must reside in France.

You must file your application with the organisation that pays you your pension:

You must complete the Aspa application form:
Application for Aspa from the National Old Age Insurance Fund (Cnav) and the Cavimac
You send the form, along with the supporting documents requested (the list of which is specified in the notice attached to the form), to your pension fund.
This form allows you to request the Aspa from a single organisation for all the activities you have been able to carry out as:
- Employee
- Head of company, collaborator, craftsman, merchant and industrialist...
- Minister of Religious or Religious Affairs (Cavimac)

You have multiple retirements (polypensioner)
You must submit your application in the following order of priority. 1/ Under the non-farm employee plan, if you are a pensioner under that plan and have the status of an agricultural operator on the date of your application for a PFA. 2/ Under the general plan, if this organisation pays you a pension. 3/ To the organisation that pays you the highest pension on the date of your application for Aspa.

2 people receive the Aspa
From 1to July 2022, when the 2 members of the couple receive the Aspa, the maximum total amount paid is €1,492.08 per month €17,905.06 maximum per year).
The amount paid to your couple is equal to the difference between €1,492.08 and the amount of income per month of your couple.
Example :
If your couple's income is €1,000 per month, the monthly amount of the Aspa is calculated as follows:
€1,492.08 - €1,000 = €492.08 per month.
1 person receives the Aspa
From 1to July 2022, when only one member of your couple receives the Aspa, the maximum amount paid is €961.08 per month €11,533.02 maximum per year).

In mainland
Amounts paid to Aspa are recovered after death only if the estate's net assets (i.e., assets minus debts) are at least equal to €39,000.
If the net assets of the estate are less than this amount, there is no recovery.
In Guadeloupe, French Guiana, Martinique, La Réunion, Saint-Barthélemy and Saint Martin
Amounts paid to Aspa are recovered after death only if the estate's net assets (i.e., assets minus debts) are at least equal to €100 000.
If the net assets of the estate are less than this amount, there is no recovery.
You live alone
The persons concerned are:
- Single
- Widows
- War widows
- Divorced
- Separated bodies (persons authorised by a judgement to reside separately, without terminating their marriage)
- Separated de facto (persons each with a principal residence)
Example :
A retired person living with his or her daughter (adult or minor) is considered to be living alone.
The Aspa is paid to the pensioner living in France through his pension fund (Carsat: titleContent, MSA, ...).
