The natural or legal person, the owner of the land or building concerned by the building project, applies for the appropriate city planning authorization for his project. It can be a building permit, a development permit, a demolition permit or a pre-work declaration. However, other people also have the opportunity to do so.
Multiple owners can apply together for a city planning authorization. The file may cover several areas.
In this case, they attach to the permit application form a supplementary application form in which they give the identity and contact details of each owner.
When a land or building is sold, the promise of sale may include a condition suspending the obtaining of a city planning authorization. The signature of the bill of sale then depends on its issuance. In this case, the seller drafts a written agreement in which he authorizes the future buyer to apply for a license.

When work on common areas was voted on at the general meeting, the liquidator of the building makes an application for a city planning authorization, on behalf of the joint owners' union,.

If one of the indivisaries challenges the application for the permit, the dispute is brought before the judicial judge.
