Step-by-step approach

The syndicate of co-owners can benefit from an eco-PTZ Condos to finance energy renovation works.

This work should focus on the common parts and equipment or on the private parts in the case of works of collective interest (for example, changing all windows).

The nature of the work differs depending on whether the building is located in metropolis or in the Dom.

Metropolis

To benefit from the eco-PTZ Condominiums, the work must concern at least one of the categories of work following:

  • Thermal insulation of roofs
  • Thermal insulation of the exterior facing walls
  • Thermal insulation of glass walls and doors facing the exterior
  • Insulation of low floors
  • Installation, regulation or replacement of heating systems, possibly combined with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water production equipment using a renewable energy source.

This work must respect certain technical criteria.

Dom

To benefit from the eco-PTZ Condominiums, the work must concern at least one of the following categories of work :

  • Protection of roofs against solar radiation
  • Protection of exterior facing walls against solar radiation over at least half of the total surface area of such walls
  • High-performance thermal insulation of at least half of the glazed walls or work to protect the bays facing the outside against solar radiation, on at least half of the bays and on condition that the materials used replace single-glazed walls, possibly associated with the installation of fixed air mixers
  • Heating systems, possibly combined with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water equipment using a renewable energy source
  • Insulation of low floors.

The building under construction must have been constructed for more than 2 years on the date of commencement of the works.

Only co-owners of dwellings used or intended to be used as principal residence may participate in the eco-PTZ Condominiums.

The decision to use the eco-PTZ Condos must be voted at the general meeting of the co-owners at the absolute majority.

The implementation of the work under the eco-PTZ also requires a vote in the absolute majority co-owners.

The absolute majority (said majority of article 25 of law no. 65-557 of july 10, 1965) corresponds to the majority of the votes of all the co-owners of the building (present, represented and absent).

If the decision has received at least of the votes, it may be the subject of a 2nd simple majority vote on article 24 (majority of votes of co-owners present, represented or voting by mail).

In the event that the syndicate of co-owners votes against the subscription of a collective eco-PTZ, a co-owner may request a individual eco-PTZ to finance the share of the work that belongs to him.

It may also request an individual eco-PTZ if it carries out work on the private parts owned by it.

The sum of the amount of the individual eco-PTZ and its participation in the eco-PTZ Condominiums in respect of the same dwelling may not exceed €30,000.

The work must be carried out by a company Recognized Guarantor of the Environment (RGE) and holder of the certifications corresponding to the work undertaken.

The eco-PTZ is offered by credit institutions, financing businesses and third-party financing businesses that have signed an agreement with the government.

The list of establishments and businesses is available currently affected by the scheme.

It's the condominium trustee who will subscribe to the eco-PTZ Condos on behalf of the condominium syndicate.

When applying for eco-PTZ Condominiums, and at the latest when signing the final loan agreement, the condominium trustee must provide the credit institution, the financing business or the third-party financing business with:

  • Forms to be completed (completed Borrower and Company forms)
  • Description of the work planned, including the estimated amount of the work, signed by each co-owner participating in the eco-PTZ Condos and by each company carrying out the work
  • Set of associated detailed quotes
  • Total number of dwellings in the condominium
  • Total number of buildings in the condominium
  • Number of buildings of the condominium that are the subject of the work
  • Number of co-owners participating in the eco-PTZ Co-properties.

The Borrower and Company forms differ depending on whether the building being worked on is located in mainland France or in Dom.

The payment of the eco-PTZ Condominiums can be made in one single time on the basis of the description and detailed specifications of the work to be carried out.

It can also be done in several installments on the basis of the invoices of work carried out sent progressively until the closing date of the eco-PTZ Condos.

Until December 31, 2027, it is possible to benefit from an additional eco-PTZ to carry out new work on the same building (one-off, comprehensive renovation or rehabilitation of the non-collective sanitation system).

The request for additional eco-PTZ must be made in a five-year period from the date of issue of the tender of 1er eco-PTZ.

The sum of the amounts of the initial eco-PTZ and the additional eco-PTZ may not exceed the sum of €30,000 per dwelling, or €50,000 if any of the 2 eco-PTZs has financed or is financing comprehensive renovation works.

The work must be carried out in full within 3 years from the award of the eco-PTZ Condos.

However, a request for an extension of the time limit for carrying out the work may be made in one of the following 3 cases:

  • Force majeure
  • Contentious procedure related to the implementation of the operation
  • Recognition of a natural or technological disaster.

The eco-PTZ Condos must be refunded in a maximum 15 years.

Reimbursement shall be made every month or every 3 months for the duration of the reimbursement period.

Each co-owner participates in the reimbursement of the eco-PTZ Co-properties up to the share of the work that belongs to him. His contribution is paid to the trustee, who pays it to the credit institution, the financing business or the third-party financing business.

The condominium trustee must transmit to the credit institution, financing business or third-party financing business all the elements justifying that the work has been carried out, within 3 years from the date of grant of the eco-PTZ Condominiums.

This deadline does not have to be respected within any of the following :

  • Recognition of a natural or technological disaster
  • Force majeure
  • Contentious procedure related to the implementation of the operation.

Comprehensive renovation

The maximum amount of the eco-PTZ is €50,000 per dwelling.

The nature of the work differs depending on whether the building being worked on is located in mainland France or in the Dom.

Metropolis

To benefit from the eco-PTZ Condominiums, the work carried out must improve the overall energy performance of the building.

An energy audit has to be carried out first.

The energy audit must be carried out by a professional (in particular, businesses of architects and architects registered to the order and having undergone training, recognized professional guarantor of the environment - RGE) complying withcertain qualifications.

The work undertaken as a result of this energy audit should make it possible to achieve the following objectives:

  • A conventional annual consumption of less than 331 kWh/m² of primary energy after work on heating, cooling and hot water production uses
  • An energy gain of at least 35% compared with the annual conventional consumption of primary energy before works for heating, cooling and hot water.

The work may include the installation of a fossil-fuel boiler that uses mainly gas as an energy source.

The eco-PTZ Condos must be refunded in a maximum period of 20 years.

Reimbursement shall be made every month or every 3 months for the duration of the reimbursement period.

Each co-owner participates in the reimbursement of the eco-PTZ Co-properties up to the share of the work that belongs to him. His contribution is paid to the trustee who pays it to the credit institution, the financing business or the business of third-party financing.

The condominium trustee must transmit to the credit institution, financing business or third-party financing business all the evidence justifying that the work has been carried out, within 3 years from the date of granting the eco-PTZ.
