The solidarity allowance for the elderly (Aspa) increased by 5.3%

Solidarity allowance for the elderly (Aspa, formerly minimum old age) is paid to pensioners with limited resources. This allowance was increased by 5.3% to 1er January 2024. Service-Public.fr takes stock of the new ceilings in force and the conditions for obtaining this aid.

You are at least 65 years old (62 years if you are recognized as unfit for work and if you receive early retirement for incapacity), your resources do not exceed a certain ceiling and you reside in the French territory at least 9 months in the year? Whether you live alone or as a couple, you can benefit from the Solidarity Allowance for the Elderly or Aspa.

Allocation amounts and ceilings in 2024

The amounts of the solidarity allowance for the elderly (Aspa) are increased each year to 1er January.

At 1er January 2024, the revaluation stands at 5.3% (compared to 0.8% in January 2023).

Amounts from 1er january 2024

  • €1,012.02 per month for a single person (€50.94 increase compared to January 2023);
  • €1,571.16 per month for one couple (increase of €79.08 compared to January 2023).

Annual resource limits

The 2024 ceilings not to be exceeded are as follows:

  • for a single person (single, separated, divorced, widowed): €12,144.27 ;
  • for a couple: €18,854.02.

Calculation method

Aspa is not automatically assigned. You have to apply to the pension fund you depend on, it will evaluate your resources in the last 3 months.

If the average of your resources exceeds the ceiling of €1,012.02, another evaluation is made over the last 12 months and retained if it allows the allocation of the Aspa.

It is the difference between your resources and the ceiling that determines the amount of the Aspa you are entitled to.

For example: if you have €800 of income per month, the Aspa amount in 2024 will be €1,012.02 - €800 = €212.02 per month.

Warning  

if you receive the Aspa, you must inform your pension fund if there is a change in your income, family situation or place of residence.

Allowance on occupational income

Aspa holders may partially accumulate their allowance with occupational income (wages and earnings treated as wages, non-wage occupational income). Wages are then subject to a reduction over 3 months or 1 year.

In 2024, the rebate is calculated as follows:

  • 3-month resources: reduction of 0.9 times the monthly minimum wage for a single person (€1,590.22); 1.5 times the monthly minimum wage for a couple (married, cohabiting, past partners, i.e. €2,650.38‬);
  • 12-month resources: 3.6 times the monthly minimum for a single person (€6,358.32); 6 times the monthly minimum for a couple (€10,601.52‬).

Above these amounts, the difference is deducted from the amount of the Aspa allocated to the person.

FYI  

the Aspa is recoverable from the estate. To do this, the net assets of the estate (amount of the estate minus debts) must be at least equal to a certain amount. For a death occurring in 2024 in mainland France, this amount is €105,300.
