More than 200 municipalities are reclassified under the ABC zoning, following an order of 2 October 2023. This measure, which affects 4.5 million inhabitants, aims to promote housing supply. Is your city affected by a change of zone? Service-Public.fr offers you a simulator to find out!

ABC zoning was introduced in 2003 as part of the so-called rental investment scheme

. A decree of 2 October 2023 allows the reclassification of more than 200 municipalities under ABC zoning.

Among them, 154 go to

stretched area

to support the production of new housing in areas with a tense market, promoting intermediate rental housing and pass on to new purchasers the zero-interest loan from 2024.

5 geographical areas

French municipalities are classified according to the level of imbalance between housing supply and demand. This classification takes into account real estate prices, amounts of housing rents and the

territorial dynamics

(e.g. demographic change). In particular, it makes it possible to determine the municipalities in which housing subsidies are applicable.

The 5 categories of geographical areas, in descending order of tension, are as follows:

  • categories A, AA, B1 : areas considered as

    tense

     ;
  • category B2 : zones

    unbalanced

     ;
  • category C : zones

    untense

    .

FYI  

ABC zoning does not apply to rent control or the tenant notice period. For both criteria, stretched area-specific zoning applies.
