Post-parking package in case of unpaid parking

The post-parking package (PSF) replaces the fine of €17 in the case of unpaid or inadequately paid parking. The amount of the SPF: titleContent varies from municipality to municipality. It is payable within 3 months. The amount can be reduced if you pay quickly. The amount is increased if you pay late. You can challenge the FPS through a mandatory prior administrative remedy (Rapo). If the Rapo is not successful, you can refer the case to the Pay Parking Dispute Commission (PSAB).
The SPF: titleContent applies in an area where parking is not free.
It covers the following 2 situations:
- You park your vehicle without paying
- You're exceeding the time you paid for
However, you do not have to pay the FPS if you have paid your parking fee and provide proof of it or if you are authorized to park for free.
Example :
You have a mobility card inclusion marked parking for disabled people or a valid parking card for disabled people.
Please note
different rules apply in the case of dangerous or inconvenient parking.
The SPF: titleContent you are notified by notice of payment.
The payment notice can be notified in 3 ways:
- Deposit on vehicle windshield
- Carte grise Sending by mail to the holder of the
- Carte grise Sending to the holder of the
The notice of payment of the SPF: titleContent includes the following information:
- Community and provider responsible for controlling paid parking
- Date and time of the finding
- Address of parking declaration
- Vehicle registration number
- The amount of the SPF payable, reduced if necessary by amounts already paid before the check
- FPS End of Validity Time
- Service to which the FPS is to be paid
- Possibility of a reduced FPS
- Means of payment and settlement deadline
- Remedies and time limits
The amount of the SPF: titleContent varies from municipality to municipality.
The SPF: titleContent also varies according to the parking areas of the same municipality.
The price can be adjusted according to several criteria: parking time, area occupied by the vehicle, impact of the vehicle on pollution...
The rate may be reduced according to the level of the users' income, their status or the number of people living in their household.
The fare may also be reduced for a vehicle with a carpooling feature.
Example :
The tariff may provide for a free band for a fixed period and a specific tariff for certain categories of users, including residents.
The SPF: titleContent may not exceed the amount of the fee payable for the maximum authorized parking time in the area where you parked your vehicle.
Example :
Where parking is limited to 1 hour, the amount of the FPS may not exceed the amount due for 1 hour of parking.

You didn't pay for parking
You must pay the amount of the SPF: titleContent fixed by the municipality.
You're over time
The SPF: titleContent shall be reduced by the amount already paid.
However, the following 2 conditions must be met:
- The proof of the amount already paid must be placed in front of the vehicle or must have been sent by dematerialized means
- The parked vehicle must not have exceeded the maximum authorized parking time in the area concerned
There are several payment delays.

Quick payment (5 days at the most)
In some municipalities, if you pay quickly, the amount of the FPS is underrated.
For example, if you pay within 5 days.
Check the payment advice received or deposited on your vehicle to find out when and how to pay.
Payment within 3 months
You must pay the SPF: titleContent within a period of 3 months from notification the payment notice.
The deadline for payment shall be indicated on the payment notice.
Payment after 3 months
If you exceed the 3-month period, the amount of the SPF: titleContent shall be increased by at least €50.
One enforceable title is issued and you receive a warning.
- In the case of voluntary payment of the enforceable title within 1 month of the dispatch of the warning, the amount of the increase shall be reduced by 20 %.
- If you do not pay within 1 month, the administration can implement actions in overlay. You risk prosecution on your property, bank accounts, wages, vehicles...

- or on smartphone, after downloading the fines.gouv app from the App Store or Google Play.

If you go to another public finance center, only payment by credit card is possible.

Step 1: compulsory prior administrative appeal
If you wish challenge the SPF: titleContent, you must file a compulsory prior administrative appeal (Rapo).
You have 1 month after notification FPS to do the Rapo.
Consult the FPS payment notice to know where to send your Rapo (municipality, mixed union...) and how (registered letter with AR: titleContent or by electronic means).
You must attach the following documents to your appeal:
- Copy of disputed payment notice
- Carte grise Copy of the vehicle's certificate of registration)
- If necessary, copies of the vehicle transfer declaration and the registration of your vehicle. application for a registration certificate
- Statement of facts and evidence justifying the appeal. For example, a copy of the parking ticket, a copy of a resident subscription, a copy of a mobility card included, photos, filing a complaint.
Your appeal must be reviewed within one month of receipt. The date is indicated on the acknowledgement.
- If your appeal is accepted, the payment notice is canceled. You will receive a Notice of Corrective Payment at €0 (refund of the FPS paid).
- If your appeal is refused in whole or in part, or if there is no response within the 1 month period, you can refer the matter to the Pay Parking Dispute Commission (PSAB).
Please note
the Rapo shall not interrupt the period for payment of the FPS. After 3 months, the absence of payment shall result in an increase.
2nd step: referral to the Pay Parking Litigation Commission
In the event of a refusal or an unsatisfactory response to your Rapo, you can refer the matter to the Pay Parking Litigation Commission (PSAB).
For your request to be considered, you must enter the CPSC within 1 month of the notification of Rapo's decision.

- Copy of your Rapo (protest letter or form sent to the municipality or its provider)
- Copy of Rapo's postal or electronic acknowledgement of receipt
- Copy of the decision of the municipality or business which established the FPS following your appeal

if you dispute more than one SPF: titleContent, you must send a case by disputed FPS. Otherwise, the CPSC only takes into account the 1er FPS challenged.
