Published on 1 January 2023
Law of 23 December 2022 on financing social security for 2023 reform the supplement of free choice of the mode garde (CMG).
A decree is expected on this.
In the meantime, the information on this page is up to date.
What is the Free Choice of Custody Supplement (GMC)? This is a partial payment of the remuneration of an approved childminder. It is part of the Early Childhood Care Benefit (ECHP). The amount of the CMG varies depending on the number of dependent children, your child's age and your resources. There are 2 cases: you directly employ a mother's assistant or you call on an intermediary organization. We'll lay out the rules for you.

Direct Hiring
The Child Care Choice Supplement (CMG) is a financial assistance paid to offset the cost of child care.
Direct employment of a childminder
You must use a childminder (your child is being cared for at home).
The gross remuneration shall not exceed €58.25 per day per child cared for.
The add-in supports up to 85% compensation.
Age of the child
Your child must be under 6 years of age.
Minimum on-call time
Your child should be kept for at least 16 hours a month.

You live as a couple
In order to benefit from the supplement of free choice of the mode of care (CMG), you have to work.
It suffices that you or your spouse (spouse or partner of Civil partnerships or cohabiting partner) meets this condition.
Please note
in the case of self-employment (traders, craftsmen, professionals, etc.), you must be up to date with social security contributions for old-age insurance.
You are considered in a work situation if you or your spouse are in any of the following situations:
- Accident at work Sick pay, maternity, adoption, paternity,
- Compensated unemployment
- Paid vocational training
Warning
The condition of activity is not requested if you or your spouse are in any of the following :
- Student
- In civic service contract
- Disabled Adult Allowance (DAA)
- Active Solidarity Income (RSA) and in a process of professional integration
- Specific Solidarity Allowance (SSA) and registered as a jobseeker.
You are entitled to the free choice of custody supplement (CMG).
You live alone
In order to benefit from the supplement of free choice of the mode of care (CMG), you have to work.
Please note
in the case of self-employment (traders, craftsmen, professionals, etc.), you must be up to date with social security contributions for old-age insurance.
You are considered in a work situation if you or your spouse (spouse or partner of Civil partnerships or cohabiting partner) are in any of the following situations:
- Accident at work Sickness, maternity, paternity, adoption,
- Compensated unemployment
- Paid vocational training
Warning
The activity condition is therefore not requested.if you are in any of the following:
- Student
- In civic service contract
- Disabled Adult Allowance (DAA)
- Active Solidarity Income (RSA) and in a process of professional integration
- Specific Solidarity Allowance (SSA) and registered as a jobseeker.
You are entitled to the free choice of custody supplement (CMG).
The amount varies according to your family situation and your resources. It's the categorical net income of 2022 which is taken into account for 2024.

Custody at atypical times
You are affected if you work:
- At night
- Sunday
- Or public holidays.
You must have your child looked after at least 25 hours in the month during the night, Sunday or public holidays.
Atypical working periods shall cover the following days and hours:
- From 10pm to 6am from Monday to Saturday
- Sunday and public holidays
The increase shall be granted:
- Couples whose the two members work during non-standard hours
- To the lone parent.
The maximum amount of the reimbursement of expenditure shall be increased by 10%.
This increase can be combined with the increase granted if you (or the person with whom you live in a couple) collect Disabled Adult Allowance (DAA).
Please note
the aid, together with all the increases, shall not exceed 85% of the expenditure due. So, if your child's care costs €500, you will not be able to receive any aid, even increased by more than €425.
Parent receiving Disabled Adult Allowance (DAA)
The surcharge applies if you (or the person with whom you live in a couple) collect Disabled Adult Allowance (DAA).
The maximum amount of the reimbursement of expenditure shall be increased by 30%.
This increase is cumulative with the increase for work and childcare at atypical hours.
You are affected if you work:
- At night
- Sunday
- Or public holidays.
You must have your child babysitting for at least 25 hours in the month during these hours.
Atypical working periods shall cover the following days and hours:
- From 10pm to 6am from Monday to Saturday
- Sunday and public holidays
The increase shall be granted:
- To couples of which the 2 members work during non-standard hours
- To the lone parent.
The maximum amount of the reimbursement of expenditure shall be increased by 10%.

Child whose parents perceive the AEEH
If your child is entitled to Education allowance for disabled children (AEEH), on maximum amount of the cost of the expenditure shall be increased by 30%.
Please note
the aid, including increases, shall not exceed 85% expenses. So, if your child's care costs €500, you will not be able to receive any aid, even increased by more than €425.
Part-time work and cumulation with PreParE
In case of part-time work, the GMC may be cumulated with the PreParE.
If the part-time parent has a working time of less than or equal to 50% of his usual working time, the amount of the CMG is divided by 2.

As an employer, you must register with Urssaf Service Pajemploi to report the wages paid to your employee.

You have to declare your employee's remuneration each month to be able to obtain the CMG payment.
The Pajemploi center calculates and pays you the amount of the CMG. It tells you how much money you may have to pay.
You can also join the Pajemploi+ service on your personal space.
In this case, 2 days after the declaration of salary of your maternal assistant, the National Pajemploi Center will take care of the withdrawal of the salary from your bank account, after having deducted the amount of the CMG.
3 days after the declaration, he pays the salary into the maternal assistant's bank account.

before using the Pajemploi+ service, you must have obtained the agreement of the maternal assistant.
The CMG is paid from the month of your application. It stops on calendar month where one of the conditions is no longer met.
It is paid for each child in custody.

if you change your department, the MSA of your home will automatically transfer the file to your new cash register. This transfer will take place as soon as your new address is registered.
Through an organization
The supplement to the freedom to choose the mode of care (CMG) is a financial aid paid by Caf: titleContent or the MSA: titleContent to offset the cost of child care.
All of the following conditions must be met.
Call on an authorized body
In order to be eligible for the CMG, you must call on an association or a company employing licensed childminders (your child is kept in the home of the childminder).
The organization must be authorized by the department.
The add-in supports up to 85% costs due to the organization.
Age of the child
Your child must be under 6 years of age.
Minimum on-call time
Your child should be kept for at least 16 hours a month.
