Talented passport: multi-year residence card of a foreigner in France

You must ask for a card if the proposed length of stay is at least 1 year. If the length of stay is less than 1 year, a long-stay visa valid for residence permit (VL-TS)) mention talent passport enough.
1st Request

You must submit your application on the Internet, no earlier than 4 months and no later than 2 months before the end of the validity of your residence document (visa, FLS-TS or title).

Step 3: Prepare the documents to be provided
- Long-stay visa or valid residence permit
- Passport (pages on marital status, validity dates, entry stamps and visas). Otherwise, other supporting documents (e.g. consular certificate, identity card, consular card).
- Proof of domicile less than 6 months
- 3 photos. If the request is made on the Internet: indicate the code of the e-photo (provided by the photographer or the approved cabin on the photo board).
- Form cerfa 15614 completed by the employer
- Work Contract

- Documents submitted by your employer

Step 4: Take the step on the Internet
You must submit your application on the Internet, no earlier than 4 months and no later than 2 months before the end of the validity of your residence document (visa, FLS-TS or title).

You will immediately obtain, when submitting your application for a residence permit on the Internet, a dematerialised certificate of deposit.
5th step: Information from the Prefecture about the validation of the residence card
The prefecture confirms the availability of your residence card and the amount of the tax.
Step 6: Buy Tax Stamp
If you are issued with a residence card, you must pay €225 (stamp duty of €25 + tax €200) by tax stamps.
Proof of payment of stamp duty and tax is required upon delivery of the card.
You can buy the tax stamp on the Internet or in a tobacco office.
On the Internet
You can purchase your tax stamp using the following online service:

Payment is possible with the following bank cards:
- Blue Card (CB) and Blue Card
- Visa
- Mastercard
However, payment by Paypal or American Express card is not accepted.
The electronic stamp can be issued in 2 formats:
- A PDF document with a 2D code that can also be scanned directly from a phone or tablet by the department responsible for receiving your request
- A text message with the 16-digit stamp ID that will be accepted by the agent responsible for processing your file
In a tobacco office
You can buy a tax stamp from a tobacco office, if the business is equipped to edit it.

7th step: Delivery of the residence card once it is available
The card is given to you by the prefecture or sub-prefecture of your home.

You can form a litigation before the administrative tribunal (within 48 hours, 15 days or 30 days depending on the type of OQTF).

- Your functions have a direct link to the research and development project of this company

- Have a diploma attesting to at least 3 years of higher education or 5 years of professional experience of comparable level

- Have a gross annual remuneration of at least €53,836.50

this card is also granted if you have stayed at least 18 months in another EU countries with European Blue Card. You must apply within one month of your entry into France.

- Evidence of your qualification and experience to hold the position (copies of the diplomas and qualifications obtained, CVs, certificates of work justifying professional experience)
- If the activity is regulated : proof that the employer meets the conditions to exercise it (licence, prior declaration of intervention to the regional directorate of cultural affairs, etc.)
- If the employment involves a 16-year-old minor: copy of the employer's application for authorisation to work
- Mandate authorising the person established in France to carry out the administrative procedures for the employer (if necessary)

this card is also granted to you if you are a researcher in another EU countries and that you come to conduct part of your work for more than 3 months in France. In this case, you do not need a long-stay visa.

- You have a degree at least equivalent to the master
- You come to France to conduct research or provide university-level education
- You have a hosting agreement with a recognised public or private organisation with a research or higher education mission. The agreement must indicate that you are a researcher and the purpose and duration of your stay in France. If you plan to travel to another EU country for your research, the convention must specify your membership in a mobility programme.
