If you are a foreigner and wish to work in France for more than 3 months, you can benefit from a multi-year residence card talent passport. This card is issued to you in several situations, especially if you are highly qualified, want to build a company or invest in France, or if you are an artist. It is valid for a maximum of 4 years and renewable.

You must ask for a card if the proposed length of stay is at least 1 year. If the length of stay is less than 1 year, a long-stay visa valid for residence permit (VL-TS) talent passport enough.

Terms

You can get a card talent passport - qualified employee - exercise of an activity if you meet the following conditions:

  • You have obtained a professional degree or Specialised Master /Master of Science (labelled by the conference of the major schools) or at least equivalent to the master
  • You have a contract of employment of more than 3 months that provides for gross annual remuneration equal to or greater than €38,147

  • If the employment involves a 16-year-old minor: copy of employer's application

Stay with your family

Your family can benefit from the simplified procedure accompanying family.

The "accompanying family" includes the person you are married to and your minor children. The simplified procedure allows them to come to France for the duration of your stay, without doing the family reunification procedure.

They must obtain a long-stay visa from the French consulate of their country of residence.

This procedure is applicable even if your family arrives in France after you or if you get married after your arrival in France.

If your family members are already in France on long-stay visas, your spouse must apply for a residence card in the prefecture where he or she lives. Your minor children are exempt from the residence card until they reach the age of majority.

Parts to supply:

  • Long-stay visa or valid residence permit
  • Passport (pages on marital status, validity dates, entry stamps and visas). Otherwise, other supporting documents (for example: Consular certificate, identity card, consular card).
  • 3 photos. If the request is made online: enter the code of the e-photo (provided by the photographer or the approved cabin on the photo board).
  • Your spouse's or parent's residence card (or identity card)

You live on the foreigner

You must apply to French consular authorities in your country of residence.

If the duration of your stay is less than 12 months, the Consulate will issue you a long-stay visa valid as a residence permit (FLS/TS) with the "talent passport".

Upon your arrival in France, you will need to have it validated within 3 months.

If the duration of your stay is equal to or more than one year, the consulate will issue you a long-stay visa with the "talent passport" lasting 3 months.

  • Any document likely to establish your national or international reputation in the chosen field: recognition by your peers (publication of articles or studies in the specialised press, reference work), participation in festivals, biennials, trade fairs, conferences or study days (production of invitation letters, etc.), obtaining prizes (national or international), scholarships, artist residences, distinction and medals in France or other countries, quality of the structures in which you wish to perform or be exhibited or you have already been produced or exhibited (if you are an artist)
  • Any document establishing the nature, purpose and duration of your project in France

If your file is complete, you receive a reclaimed pending the prefecture's response.

Your request is accepted

If your application is accepted, you are summoned to the prefecture for the issue of the title.

The decision of the Prefect is yours notified by reasoned letter (explicit decision). Except where otherwise provided, such refusal shall be accompanied by obligation to leave French territory (OQTF) fixing the country where you will be returned.

You can form litigation before the administrative tribunal (within 48 hours, 15 days or 30 days depending on the type of OQTF).

No reply from the Prefect on your request

If the Prefecture did not respond after the receipt was valid, it is an implied refusal.
