Zero-interest Eco-loan (eco-PTZ)

Do you want to renovate your home? You can get a loan without interest of borrowing called eco-PTZ. We'll show you the conditions and the gait to follow in order to benefit from it.

It exists 3 main categories of work concerned by the eco-PTZ:

  • Renovation work punctual enabling your home to improve its energy performance (e.g. roof insulation, window and/or heating changes)
  • Renovation work global allowing your home to reach a minimum energy performance
  • Rehabilitation work on your facility non-collective sanitation by a device not consuming energy

It is possible accumulate the eco-PTZ and MaPrimeRénov' for finance the rest of your work entitled to MaPrimeRénov'. There is also a eco-PTZ Co-ownership to finance energy renovation works on common parts and equipment or on private parts in the case of works of collective interest.

One-off renovation

For this category of works, the maximum amount of the eco-PTZ is as follows:

  • €7,000 for 1 working action on the glass walls
  • €15,000 for 1 work of a different nature
  • €25,000 for a batch of 2 work
  • €30,000 for a batch of 3 work or more

Step-by-step approach

The nature of the work differs depending on whether you are in metropolis or overseas.

In the metropolis

To benefit from the eco-PTZ, your work must concern at least one of the following categories of work :

  • Thermal insulation of roofs
  • Thermal insulation of the exterior facing walls
  • Thermal insulation of glass walls and doors facing the exterior
  • Insulation of low floors
  • Installation, regulation or replacement of heating systems, possibly combined with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water equipment using a renewable energy source

Overseas

To benefit from the eco-PTZ, your work must concern at least one of the following categories of work :

  • Protection of roofs against solar radiation
  • Protection of exterior facing walls against solar radiation over at least half of the total surface area of such walls
  • High-performance thermal insulation of at least half of the glazed walls or work to protect the bays facing the outside against solar radiation, on at least half of the bays and on condition that the materials used replace single-glazed walls, possibly associated with the installation of fixed air mixers
  • Heating systems, possibly combined with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water equipment using a renewable energy source
  • Insulation of low floors

You must be an owner-occupier or landlord.

Your home must have been built for more than 2 years on the date of commencement of the works.

You or the persons intended to occupy the accommodation (where the accommodation is rented or made available free of charge) must occupy the accommodation as principal residence.

The eco-PTZ is awarded unconditional resources.

The work must be carried out by a company Recognized Guarantor of the Environment (EGR).

The eco-PTZ is offered by credit institutions, financing businesses and third-party financing businesses that have signed an agreement with the government.

The list of establishments and businesses is available currently affected by the scheme.

Once the choice of work has been defined, you must contact a credit institution or a financing business or a third-party financing business with your eco-PTZ application file.

This folder consists of:

  • forms to be filled in (completed Borrower and Company forms)
  • and a detailed description and estimate of the work envisaged

However, where the application for an eco-PTZ comes at the same time as an application for a loan for the purchase of the dwelling under construction, the detailed description and estimate may be provided later than the date of payment of the loan.

The forms differ depending on whether you are in mainland France or overseas.

Your file will be reviewed by the credit institution or financing business or third party financing business.

The institution or business will decide, as with any loan request, to lend you the amount requested based on your previous indebtedness and your capacity to repay.

The payment of the eco-PTZ can be made in one single installment on the basis of the description and detailed specifications of the work envisaged.

It can also be done in several installments on the basis of the completed works invoices sent progressively up to the closing date of the eco-PTZ.

No payment may be made after a period of 3 months following that date.

Until December 31, 2027, another eco-PTZ may be paid in addition to finance other work eligible for the eco-PTZ on the same dwelling.

The request for additional eco-PTZ must be made in a five-year period from the credit institution's decision, the funding business or third-party financing business granting you the 1er eco-PTZ.

The request for an additional eco-PTZ must be made under the same conditions as for the 1er eco-PTZ.

In addition, the eco-PTZ can be combined with the following aid:

A simulation may be carried out to determine and estimate the amount of financial assistance available:

Search for aids for the renovation of housing

The work must be carried out in full within 3 years of the decision granting the eco-PTZ.

However, a request for an extension of the time limit for carrying out the work may be made in one of the following four cases:

  • Force majeure
  • Illness or accident resulting in temporary incapacity for work of at least 3 months
  • Contentious procedure related to the implementation of the operation
  • Recognition of a natural or technological disaster

You must repay the loan in a maximum 15 years.

FYI  

As long as the eco-PTZ is not fully refunded, your accommodation cannot be converted into commercial or professional premises or put into seasonal rental or used as a secondary residence. Failure to comply with those obligations shall result in the full repayment of the outstanding capital.

You must provide the credit institution, financing business or third-party financing business with all the evidence that the work has been carried out, within 3 years from the date of granting the eco-PTZ.

This period does not have to be respected in the event of death, a health accident resulting in a temporary interruption of work of at least 3 months, a natural or technological disaster, a contentious dispute over the operation or force majeure.

Comprehensive renovation

For this category of works, the maximum amount of the eco-PTZ is €50,000.

The nature of the work differs depending on whether you are in mainland France or overseas.

In the metropolis

To benefit from the eco-PTZ, the work done in your home must improve its overall energy performance.

You must first have an energy audit carried out.

The energy audit must be carried out by a professional (in particular, businesses of architects and architects registered to the order and having undergone training, recognized professional guaranteeing the environment).

The chosen professional may not subcontract the performance of the energy audit.

The work undertaken as a result of this energy audit must enable your home to achieve the following objectives:

  • Conventional annual consumption of less than 331 kWh/m² of primary energy for heating, cooling and hot water applications
  • An energy gain of at least 35% compared with the annual conventional consumption of primary energy before works for heating, cooling and hot water
