Zero-Rate Eco-Ready (Eco-PTZ)

The Eco-PTZ allows to finance energy renovation works in a dwelling. It is paid by some banks. It's a loan interest up to €50 000. You can get it if you are owner occupier or landlord of a house built for more than 2 years located in metropolis or overseas. It is assigned without resource conditions. Your work imperative be carried out by a company Recognised as a guarantor of the environment (GR).

It exists 3 major categories of works covered by the eco-PTZ:

  • The renovation works punctual enabling your home to improve its energy performance (for example, insulation of your roof, changing windows and/or heating)
  • The renovation works global enabling your home to reach minimum energy performance
  • The rehabilitation works of your facility non-collective sanitation by a non-energy-consuming device

  FYI : since 1to July 2022, Eco-PTZ and MaPrimeRénov is facilitated finance the remainder of the cost of energy renovation work eligible MaPrimeRénov.

One-off renovation

For this category of work, the maximum amount of the eco-PTZ is:

  • €7 000 for 1 action of work on glass walls
  • €15 000 for 1 action of work of another nature
  • €25,000 for a batch of 2 work
  • €30,000 for a batch of 3 work or more

Overseas

To qualify for the eco-PTZ, your work must cover at least one of the following categories of work:

  • Protecting roofs against solar radiation
  • Protection of walls facing the outside against solar radiation, on at least half of the total surface of these walls
  • Efficient thermal insulation of at least half of the glazed walls or protective works of the external facing bays against solar radiation, on at least half of the bays and provided that the materials used replace single glazed walls, possibly associated with the installation of fixed air brawlers
  • Heating systems, possibly associated with efficient and economical ventilation systems, or efficient sanitary hot water production
  • Installation of heating equipment using a renewable energy source
  • Installation of hot water equipment using a renewable energy source
  • Isolation of low floors

The forms differ depending on whether you are in mainland France or overseas.

In mainland

2 forms must be completed:

Individual EcoPTZ: company form performing one or more actions

In support of your application, you must provide all of the following:

  • Proof of use of the dwelling as a principal residence (if the dwelling is not yet your principal residence, it must become your principal residence within 6 months of the date of completion of the works)
  • Last tax notice
  • Description of work showing, in particular, the estimated amount of work signed by each company and all associated detailed estimates

Overseas

2 forms must be completed:

In support of your application, you must provide all of the following:

  • Proof of use of the dwelling as a principal residence (if the dwelling is not yet your principal residence, it must become your principal residence within 6 months of the date of completion of the works)
  • Last tax notice
  • Description of work showing, in particular, the estimated amount of work signed by each company and all associated detailed estimates

Your file will be reviewed by the bank. The bank will decide, as with any loan application, to lend you the amount requested based on your previous indebtedness and your ability to repay.

The payment of the eco-PTZ can be made in only 1 time on the basis of the description and detailed specifications of the work envisaged.

It can also be made in several times on the basis of the completed invoices transmitted as they go up to the closing date of the eco-PTZ.

No payment may be made after 3 months following this date.

Until 31 December 2023, if you have already received an eco-PTZ for less than €30,000, you can request an additional eco-PTZ. This complementary eco-PTZ is intended to finance other works on the same housing. These jobs must fall into at least one of the following categories:

  • Thermal insulation of the roof
  • Thermal insulation of the exterior facing walls
  • Thermal insulation of windows and doors overlooking the outside
  • Isolation of low floors
  • Installation, regulation or replacement of heating or hot water systems
  • Installation of heating equipment using a renewable energy source
  • Installation of hot water equipment using a renewable energy source

  Warning : 2 eco-PTZ not to exceed €30,000.

The request for additional eco-PTZ must be made within 5 years of the decision of the bank granting you the 1to eco-PTZ.

The application for an additional eco-PTZ must be made under the same conditions as for the 1to eco-PTZ.

However, an application for an extension of the time limit for completion of the work may be submitted to the bank in one of the following 4 cases:

  • Major Force
  • Illness or accident resulting in temporary incapacity for work of at least 3 months
  • Dispute procedure relating to the completion of the transaction
  • Recognition of natural disaster or technological disaster

  • Extract Bodacc in the event of judicial winding-up or judicial reorganisation
  • Minutes of a judicial officer at the request of the court finding the mismanner or incompletion of the works
  • Judicial expert report
  • Formal notice addressed to the trader delivering the work within the time limits laid down in the contract

Natural or technological disaster

You must attach to your request for an extension of time the order recognising the state of natural or technological disaster mentioning the municipality concerned by your work. The decree is published on the website of Official Journal .

You must repay the loan in one maximum period of 15 years.

  FYI : until the Eco-PTZ is fully refunded, your accommodation cannot be converted into a commercial or professional space or put up for seasonal rent or used as a secondary residence. Failure to comply with these obligations shall result in the full repayment of the outstanding capital.

You must send the bank, within 3 years of the decision granting you the eco-PTZ, all the evidence that the work has been carried out.

If the nature of the eligible work, its amount or the company performing the work differ from those foreseen, new Company forms must be provided.

Global Renovation

For this category of work, the maximum eco-PTZ amount is €50 000.

To benefit from the eco-PTZ, the work done in your home must improve its overall energy performance.

You must first have an energy audit carried out by an architect or a design office qualified .

This audit calculates the current energy consumption of your home and recommends a series of works to improve its overall energy performance.

The work undertaken as a result of this energy audit must enable your home to achieve the following objectives:

  • Conventional annual consumption of less than 331 kWh/m² of primary energy on heating, cooling and hot water
  • At least one energy gain 35% compared to the annual conventional consumption of primary energy before work for heating, cooling and hot water

  Please note : the energy audit should not be confused with the energy performance diagnostics (DPE), which does not include post-work power projection.
