Youth employment contract (support in finding a job)

The youth employment contract (YEC) replaces the youth warranty since 1er March 2022. Under certain conditions, it is intended for young people aged 16 to 25 and to persons under 30 years of age recognized as disabled. This contract may include, in particular, internships, training and one civic service. The goal is access to sustainable employment. We present you with the information you need to know.

Young people benefiting from the 1er March 2022 of the Youth Guarantee continues to receive their benefit under the same conditions as before.

To benefit from it, you need to gather at a time conditions related to age and others related to the professional situation.

Age-related conditions

The EYC is open to:

  • Young people aged 16 to 25 inclusive
  • Persons aged 16 to 29 inclusive when recognized as handicapped worker.

Conditions relating to the employment situation

3 conditions must be met:

  • Encountering difficulties in accessing sustainable employment (e.g. difficulty in obtaining a permanent contract)
  • Not being a student
  • Do not take training.

Please note

other organizations (e.g. a local association working on youth employment) may propose this contract.

An application dedicated to the CEJ allows exchanges between the young person and his counselor.

The EYC is developed after an interview with the Pôle emploi or local mission counselor.

It may include the following:

  • Placements in professional situations (example: internship in company)
  • Training Periods
  • Phases of job search, alone or in group
  • Missions of social benefit (examples: civic service, Epid, Second Chance School)

The elements decided in the contract constitute what is called a program.

This program is 15 to 20 hours per week throughout the contract.

This contract is the subject of the cerfa form no. 16204.

In particular, the beneficiary undertakes to participate actively in all the planned actions and to be assiduous.

This contract is for a maximum period of one year.

At the end of this period, Pôle emploi or the local mission may extend this contract for a period of 6 months.

If, before the end of this contract, the beneficiary is engaged in a course or by a contract implemented by other integration or training bodies, the EYC shall be extended.

This extension shall take place until the last day of 2e months following the end of the journey or contract concerned.

You can consult the list pathways (e.g. period of voluntary commitment under the national universal service) and contracts (e.g. single insertion contract) extending the EYC.

Please note

A new EYC can only be concluded at the end of a period of 6 months after the end of the previous contract, except when the young person who has fulfilled his commitments under his first EYC is or has been confronted with specific difficulties.

Amount

This amount varies according to the age and resources of the beneficiary.

Major who is fiscally autonomous or attached to a non-taxable household

The allowance is €528 per month maximum.

this allowance is €300.96 in Mayotte.

Taxable adult or dependent on a taxable household

Each share of household income must be included in the 1st installment of the scale.

The allowance is €316.8 per month maximum.

Minor

The allowance is €211.2 for a minor who is in one of the situations following:

  • It is fiscally autonomous
  • It is attached to a non-taxable household
  • It is attached to a taxable household, each share of which is included in the 1st installment of the scale.

This allowance is €120.38 to Mayotte.

Payment of the allowance

This allowance is paid on a monthly basis.

The beneficiary must submit within three months the supporting documents relating to the payment of the allowance.

Income tax

The allocation is not subject income tax.

Some resources cannot be accumulated with the EYC allocation. Others are deducted or partially deducted.

Resources deducted from allocation

These resources include: 

  • Unemployment benefits
  • Remuneration of trainees in vocational training
  • Remuneration received as part of a training course provided by second chance schools

Resources partially deducted from allocation

These include:

  • Income from employment or self-employment
  • Legal or contractual aid to employees in partial activity
  • Allowances received on statutory leave of absence motherhood, of fatherhood or of adoption
  • Accident at work Basic and supplementary daily social security allowances in the event of a medically established physical incapacity to continue or resume work, of a

Pôle emploi or the local mission may reduce or even abolish the allowance paid to the young person.

For example, if the young person did not attend training without legitimate reason.

FYI  

if the young person is registered in Pôle emploi, the unemployment benefit can be reduced or abolished.

The penalty cannot be removal from the list of jobseekers.

Pôle emploi and the local mission can continue to provide support after a job has been taken back to ensure that people are well integrated into the labor market.

In principle, a new EPC can only be signed 6 months after the end of the last ECJ.
