The Youth Engagement Contract (YEC) replaces the Youth Guarantee since 1to March 2022. It is open to young people aged 16 to 25 and persons under 30 who are recognised as disabled. This contract can be translated in particular through internships, training and civic service. The goal is to achieve sustainable employment. Young people benefiting from the 1to March 2022 of the youth guarantee continue to receive their allowance under the same conditions as before.
To benefit from it, you have to both conditions relating to age and other conditions relating to employment status.
Age-related conditions
The JRC is open to:
- Including 16 to 25 year olds
- Persons aged 16 to 29 years included when recognised as having status of disabled worker.
Conditions of employment
3 conditions must be met:
- Encountering difficulties in accessing sustainable employment (e.g., difficulty in having an open-ended contract)
- Not be a student
- Do not take training.

Please note
other organisations (for example, a local association that is involved in youth employment) may be asked to offer this contract.
An application dedicated to the CEJ allows exchanges between the young person and his adviser.
The JRC is developed after an interview with the Pôle emploi Councillor or the local mission.
It may include:
- Job Placement (example: company Internship)
- Training Periods
- Job Search Phases, Alone or Collectively
- Missions of social utility (examples: civil service, Epid, Second Chance School)
The elements decided on in the contract are what is called a programme.
This programme is 15 to 20 hours per week throughout the contract.
This contract is subject to the cerfa form no. 16204.
The beneficiary undertakes, in particular, to participate actively in all planned actions and to be assiduous.
This contract is for a maximum period of one year.
At the end of this period, Pôle emploi or the local mission may extend this contract for a period of 6 months.
If, before the end of this contract, the beneficiary is engaged in a journey or by a contract implemented by other insertion or training bodies, the CEJ shall be extended.
This extension takes place until the last day of the 2nde month following the end of the journey or contract concerned.
You can view the list routes (e.g. period of voluntary commitment under the universal national service) and contracts (e.g. single insertion contract) extending the EYC.
Please note
A new EYC can only be concluded after 6 months after the end of the previous contract, except when the young person who has fulfilled his commitments under his first EYC is or has been confronted with specific difficulties.
Amount
This amount varies according to the age and resources of the recipient.

Tax-independent or non-taxable household major
The allowance is €520 per month maximum.

Each household income share must be included in the 1st instalment.

Minor
The allowance is €208 for a minor who in one of the situations following:
- It is fiscally autonomous
- It is attached to a household that is not subject to income tax
- It is attached to a taxable household, each share of which is included in the 1st instalment.
This allowance is €118.56 to Mayotte.

Payment of allowance
This allowance is paid monthly.
The beneficiary must send the supporting documents relating to the payment of the allowance within 3 months.
Income tax
The allocation is not subject income tax.
Some resources cannot be combined with the YEC allocation. Others are deducted or partially deducted.

The AAH and the allocation under the EYC shall be cumulative.
Resources that cannot accumulate with the allocation.
These include:
- RSA unless you dependent child of an RSA beneficiary household
- Remuneration under voluntary military service
- Compensation from single insertion contract

Resources deducted from allocation
These resources include:
- Unemployment benefits
- Remuneration of vocational trainees
- Remuneration received as part of a training course provided by 2nd chance schools
Resources partially deducted from allocation
These include:
- Income from an employed or self-employed activity
- Legal or conventional aid to employees in partial activity
- Allowances received on statutory leave motherhood, paternity or adoption
- Basic and supplementary daily social security benefits, received in the event of a medical physical incapacity to continue or return to work, accident at work or occupational disease.
Pôle emploi or the local mission can reduce or even eliminate the youth allowance.
For example, if the young person did not attend a training without legitimate reason.
FYI
if the young person is enrolled in Pôle emploi, the unemployment benefit can be reduced or eliminated.
The penalty cannot be a removal from the list of job seekers.
Pôle emploi and the local mission can continue to provide support after a job has been resumed to ensure proper job integration.
In principle, a new EYC can only be signed 6 months the end of the last CEJ.
