Civic service engagement

Solidarity, culture, environment..., civic service allows you to perform a mission of general interest from 6 months to 1 year in a public or private organization. You must be between the ages of 16 and 30. You're getting an allowance. We'll tell you what you need to know.

They are missions of general interest carried out in one of the 10 priority areas for the Nation:
- Solidarity (elderly, disabled...)
- Health
- Education for all
- Culture and recreation
- Sports
- Environment
- Memory and citizenship
- International development and humanitarian action
- Emergency Crisis Response
- European citizenship.
Please note
Actions of a religious or political nature are excluded.
The mission is carried out in France and/or abroad.
Duration of missions
The civic service engagement takes place over a continuous period of 6 months to 1 year.
Weekly duration should be between 24 hours and 48 hours, spread over a maximum of 6 days.
The weekly duration shall be calculated on average over all the months of the mission carried out. This allows modulation of the number of hours worked per week.
As a volunteer, you can only do one civic service.
Host organizations
Your host organization must be accredited by the Civic Service Agency. These organizations may include:
- State administration or public authority (e.g. a town hall)
- Public institution (for example, a school, a museum, an agency France Travail)
- Organization for low-income housing
- French non-profit organization (for example, an association, a foundation, a cooperative, NGO: titleContent)
- An international organization headquartered in France.
Please note
Civic service engagement cannot be performed in a cultural association, political, a congregation or a company foundation.
Age

General case
You can commit yourself until the eve of your 26the birthday.
Person with a disability
You can commit until the day before your 31ste birthday.
You must have one of the following devices or aids:
- Notification of the Departmental House of Persons with Disabilities (MDPH)
- Recognition of the status of disabled worker (RQTH)
- Education allowance for disabled children
- Disabled adults' allowance
- Customized project of schooling
- Notification of permanent disability rate or disability rate
- Mobility Inclusion Card invalidity.

French
The civic service is open to you if you are a French national.
European
Civic service is open to you if you are a citizen of a member country of the European Economic Area (EEA), of the European Union and Switzerland.
Other nationality
Condition of residence in France for more than 1 year
You can enroll in civic service if you have resided in France for more than 1 year, provided you have one of the following residence permits:
- Temporary residence card bearing the mention private and family life
- Residence card bearing the mention talent passport
- Residence card bearing the mention talent family passport
- Residence card bearing the mention beneficiary of stateless status or the mention family member of a beneficiary of stateless status
- Resident card bearing the endorsement EU long-term resident
- Resident card.
Signing a civic service contract cannot extend the validity of your residence permit.
FYI
If you come from a country where French volunteers are on a mission under an exchange agreement, you can sign up if you have been living in France for less than 1 year.
Other situations
You can engage in civic service provided you have one of the following residence permits:
- Temporary residence card bearing the mention student
- General multi-annual residence permit issued after a first residence document
- Multi-annual residence card bearing the mention beneficiary of subsidiary protection or family member of a beneficiary of subsidiary protection
- Full resident card abroad recognized as a refugee

Diploma
Civic service is open without qualification.
Can we combine civic service with another activity?

Employee
You can accomplish your civic service mission while being salaried worker.
However, civic service engagement is a sustained engagement that most often takes place full time.
If you keep your civic service commitment, you can do something else, regardless of how long it lasts.
Student
You can accomplish your civic service mission while being a student if you are able to reconcile your different schedules.
You can interrupt your graduate studies to complete your civic service engagement as part of your hyphenation period.
Job-seeker
You can stay enrolled in France Travail (formerly Pôle emploi) for the duration of your mission.
You will be placed in category 4 for people who are unemployed and not immediately available.
Please note
If you sign a CSD: titleContent at least 6 months or one DTA: titleContent, you may terminate your civic service contract without notice. In all other cases, you must respect a one-month notice.
Trainee
You cannot sign an internship agreement with the same organization at the same time as a civic service contract.
You can ask your training organization to validate this commitment period instead of an internship.
The activities you carry out as part of your mission must be related to your training curriculum.
A specific agreement (which is not a traineeship agreement) can be signed by the 3 parties:
- You
- Host Organization
- Training organization.

Your mission is the subject of a contract between the organization and you.
Under certain conditions, your approved host organization, private or public, may ask you to work with one or more non-approved organizations. This must be specified in your contract.
You cannot work in private organizations whose activity is cult, political or trade union.
Your general interest tasks are complementary to the activities entrusted to employees or public officials.
They cannot replace a job or an internship.
When registering or signing the contract, the host organization must inform you of the possibility of carrying out a free health examination.
This test is supported by the CPAM: titleContent.
After signing your commitment, the Civic Service Agency will send you, by mail, your volunteer card.
This card offers the following services:
- Justify your volunteer status with third parties
- Benefit from financial advantages negotiated with partners (e.g. reduced transport costs).
This card shall include the following information:
- Period of validity of the card (it corresponds to the duration of your commitment)
- Your first and last names
- Your signature.
The menu is strictly personal.
In the event of a breach of your civic service commitment, you must hand the card to the organization in which you perform your mission.
Training
It is mandatory for organizations hosting volunteers in civic service to provide them with civic and civic training.
This training must include training in first aid.
It also includes modules addressing issues related to citizenship, including:
- Combating discrimination
- Gender equality
- Democracy
- Sustainable development.
The content and conduct of these modules shall be defined by the host organization, which may organize them internally or call on an external organization.

Other types of non-compulsory training may be offered by the host organizations as a complement to civic and civic training.
Social coverage
During your engagement, you receive a state-funded social protection covering the following risks:
- Disease
- Maternity
- Disability

Who shall I contact
Students with a civic service contract may benefit from an exemption from membership of the student social security scheme.
The duration of civic service must cover the academic year of 1er October of year N to September 30 of year N+1 (for example, from 1er October 2025 to September 30, 2026).
For your health coverage, civic service does not entitle you to a mutual.
But you can benefit from the complementary health solidarity if you meet the conditions.
FYI
Civic service allows you to get basic pension rights. But it does not allow you to acquire rights for the supplementary pension.
Costs of transportation and accommodation abroad
If your mission is overseas, additional costs can be added, especially for transport and accommodation on site.
In most cases, a significant part of the costs may be borne by you, even when the host organization makes its contribution.
Before signing your contract, it is strongly recommended to clarify the sharing of costs between the recognized organization and you, especially for transport and accommodation.
Leave
You are entitled to 2 days off per month.
The status of the young volunteer is specific. You're not an employee, a trainee, or a volunteer.
You don't get a salary, you get an allowance.
This can sometimes be combined with another allocation.
Civic service allowance amount
You get the following benefits:
- Monthly allowance of €504.98 clear
- Provision of a minimum of €114.85 net in kind or in cash corresponding to feed or transport costs.
In the event of a difficult social or financial situation, an additional €114.85 net can be paid if you meet one of the following conditions:
- Be a student receiving a scholarship on social criteria
- Be entitled to RSA.
FYI
The amounts paid are exempt from income tax. The benefit corresponding to the cost of food or transport shall be exempt from social contributions.
Accumulation with other allowances
The conditions for combining the civic service allowance with an allowance vary according to the scheme concerned:

Return-to-work assistance allowance
For the duration of the mission, payment of your unemployment benefits is suspended, but you remain registered with France Travail (formerly Pôle emploi).
You are changing the classification of job seekers.
You're in category D.
It refers to people who are unemployed, not immediately available.
Think about update your situation with France Travail (formerly Pôle emploi) before the mission begins.
You will avoid having to pay an overpayment to France Travail.
At the end of the mission, you must update your situation within 5 days.
Payment of your unemployment benefits resumes when your assignment is completed.
It has no effect on the amount or duration of the payment.

Student Grant
Civic service has no impact on the terms and conditions of a student scholarship or its amount.
The civic service allowance is not included in the calculation of your grant.
You must have an end-of-engagement review, prepared by your host organization.
The assessment shall describe the following:

- Skills acquired.
You receive a certificate of civic service.
Minor
A young person 16 years of age or older may engage in civic service.

How long are the missions?
The civic service engagement takes place over a continuous period of 6 months to 1 year.
Weekly duration must be included between 24 hours and 35 hours, distributed as much as possible over 5 days.
The weekly duration shall be calculated on average over all the months of the mission carried out.
This allows modulation of the number of hours worked per week.
If you are a minor, you cannot work at night (between 10 p.m. and 6 a.m.) or on public holidays.
As a volunteer, you can only do one civic service.
