What is changing in September 2023

Pensions

After publication in the Official Journal in june of the first two implementing decrees on pension reform, new decrees were issued in july and august, including the end of some special schemes and the upgrading of the minimum pension. The different provisions shall take effect from 1er September 2023.

Students

You can make your request to enjoy meals at 1 € in the Crous. Eligibility scales for a student scholarship based on social criteria will be increased by 6% for the 2023-2024 academic year. An additional 35,000 students may be eligible. This measure is accompanied by an increase in the value of the grants by EUR 37 per step.

Teaching

Teachers receive a pay increase regardless of their body, status or seniority. An increase of almost 100 euros net per month, which is intended for all teachers of the first and second degree employed in public or private schools and establishments under contract (teachers of schools, certified teachers, associate teachers, teachers of vocational high schools, etc.); as well as those assigned to specialized teaching, training, piloting and coordination functions outside schools. The premium for teachers assigned to higher education is increased to EUR 2 785 at 1er September, an increase of more than 100 euros net per month.

Transport

Employers now pay 75% of the ticket price for public officials, up from 50%. This concerns subscriptions to a public transport service or a public bicycle rental service.

Social-Health

A new preventive treatment for bronchiolitis. Vaccines can now be prescribed and vaccinated in pharmacies. Parental and caregiving leave is changing for public officials. In order to safeguard public health, a recent decree specifies the products for which the sale in bulk is prohibited and indicates the products for which it is authorized under conditions.

Work

Contributions paid by the employer on allowances paid in connection with a contractual breakdown and retirement are unified. The rate of that single contribution shall be 30 % of the compensation paid. The aim of this measure is to increase the cost of contractual breaks in CDI in order to protect employees who are close to retirement from potential redundancy.

Income tax

The withholding tax rate for income tax was updated on 1er September by the Directorate General of Public Finance. This new rate is based on the spring tax return. However, it is possible to request a change in this rate, for example to take account of recent changes in income.

Silver

The attrition rate for fixed-rate mortgages with a maturity of 20 years or more is 5.56% from 1er September 2023. It was 5.33% in August 2023. The usury rate is the maximum legal interest rate that banks and other credit institutions are allowed to charge when granting a mortgage. Consumer and insurance contracts that can be concluded electronically must be able to be terminated by the consumer in 3 clicks.

Transport

The highway code question bank is completely renewed. A decree issued in Official Journal on 1er september 2023 raised the minimum age for electric scooters to 14. He was 12 years old.
