Yes, you can register and vote in the same year. But you must register by 6e Friday before 1er tower. This period shall be extended to 10e day before 1er tour if you are in a special situation (18-year-old without a citizen census, moving, acquisition of French nationality, right to vote recovered).

regardless of your situation, if you are not registered because of an administrative error, you can get your registration until election day.
