Custom Housing Assistance (APL)

You wonder whether you can benefit from personalised housing assistance (LPA) to reduce the amount of your rent or royalty if you are a household resident (for example: Ehpad: titleContent, student residence)? We will tell you what the conditions are and what you should do if you are a tenant or a resident.

Tenant

To determine if you can touch the APL, you can use the simulator of the Caf or MSA on the speed you are attached to:

Persons

  • Sub-tenant (declared to the owner) of a rented accommodation in whole or in part, provided that he is under 30 years of age or is staying at a friendly

No minimum age requirements are required. Therefore, you may be a minor and receive the LPA, but the lease must be signed by your parents. The rent receipt can be established in your name. If you emancipated minor, the lease must be in your name.

Foreign persons must have a valid residence permit. However, nationals of European Unionother States Parties to the Agreement on European Economic Area and Switzerland are not obliged to have a residence permit.

Please note

in the presence of children in alternative care, each parent may obtain the LPA, but only for the cumulative period during which the child is received at home during the year.

Housing conditions

APL is assigned for your main residence located in France and only if your accommodation respects certain criteria of decency and minimum conditions of occupation.

Accommodation must be agreed. Your landlord has to tell you (most HLM units are conventional).

Resource Conditions

The PLA shall be allocated under resource conditions and in accordance with certain ceilings varies depending on the composition of your home and the location of your home.

The resources taken into account are those of the last 12 months. They are updated automatically every 3 months. So you have no steps to take. The Caf or the MSA automatically recovers the amount of your resources from the tax department in Pôle emploi.

The LPA amount is based on scales that take into account the following:

  • Number of dependants usually living in your home

  • Amount of your rent

The LPA is generally paid directly to the lessor who deducts it from the amount of rent owing.

PLA is due from 1to the day of the calendar month following the month in which the conditions for entitlement to the right are met.

Example :

If you apply in February, the payment will take place in early March.

Payment is made every 5 of the month.

You may appeal against the decision rejecting your application. This remedy differs depending on whether you are dependent on the general scheme (Caf) or the agricultural scheme (MSA).
