Custom Housing Assistance (APL)
Verified 01 July 2022 - Directorate for Legal and Administrative Information (Prime Minister)
Are you looking for financial assistance to reduce your rent (or royalty if you are an institutional resident)? You can benefit from personalized housing assistance (APL) if you meet certain conditions. We tell you what the conditions are and the procedure to follow to benefit from it depending on whether you are a tenant or a resident in an institution.

10 key questions on the PLA

You're a tenant
It all depends on your diet: general (Caf) or agricultural (MSA).
You are covered by the general scheme (Cf)
To find out if you can collect the LPA, you can use the Family Allowance Fund (CFA) simulator:
Cif: Estimate his entitlement to housing benefits and calculate his amount
You are covered by the Agricultural Scheme (AMM)
To find out if you can receive the APL, you can use the Agricultural Social Mutual Society (ASM) simulator:
MSA: Estimate his entitlement to housing benefits and calculate his amount
Conditions related to your situation
- Tenant
- Sub-tenant (declared to the owner) of a fully or partially rented dwelling, provided that it is under the age of 30 years or that it is housed in a family friendly
No minimum age requirement is required. Therefore, you can be a minor and receive the PLA, but the lease must be signed by your parents. The rent receipt can be made out in your name. If you are emancipated minor, the lease must be in your name.
If you are a foreigner, you must have a valid residence permit.
Please note
in the presence of children in alternate care, each parent may obtain the PLA, but only for the cumulative period during which each parent takes the child into their home during the year.
Conditions related to your accommodation
The APL is awarded for your principal residence located in France and only if your accommodation respects certain standards of decency and minimum conditions of occupation.
The dwelling must be agreed. Your landlord has to tell you (most low-cost housing is contracted).
Conditions related to your resources
The PLA shall be awarded on a means-tested basis and in accordance with certain ceilings varies depending on the composition of your home and the location of your accommodation.
The resources taken into account are those of the last 12 months. They are updated automatically every 3 months. So you don't have to do anything. Caf or MSA automatically recovers the amount of your assets, in particular from the tax department of Pôle emploi.
FYI
you cannot touch the APL if you are attached to the tax shelter of your paying parents the real estate wealth tax (IFI).
It all depends on your diet: general (Caf) or agricultural (MSA).
You are covered by the general scheme (Cf)
Your request for an APL must be made directly online:

The amount of the APL is calculated on the basis of scales which take into account the following elements:
- Number of dependants usually living in your household
- Your resources, the resources of the person with whom you live as a couple and those of people who usually live at home
- Value of your real estate and financial assets and those of the person with whom you live as a couple and of the persons usually living in your household, where this value is greater than €30,000
- Amount of your rent
You are covered by the Agricultural Scheme (AMM)
To find out the amount of your APL, you can use the MSA simulator:
MSA: Estimate his entitlement to housing benefits and calculate his amount
The amount of the APL is calculated on the basis of scales which take into account the following elements:
- Number of dependants usually living in your household
- Your resources, the resources of the person with whom you live as a couple and those of people who usually live at home
- Value of your real estate and financial assets and those of the person with whom you live as a couple and of the persons usually living in your household, where this value is greater than €30,000
- Amount of your rent
The LPA is generally paid directly to the lessor who deducts it from the amount of rent due.
The APL is due from 1er the day following the month of your request. Payment is made every 5 months.
Example :
You move in on October 15, rights will open in November and on October 1er payment will take place on 5 december.
You can appeal against the decision rejecting your application. This remedy differs depending on whether you are under the general scheme (Cf) or the agricultural scheme (MSA).
